The 2nd Live Love Animals International Conference on
Animal Care in KOBE 2012 Report

On February 18 and 19, 2012, The 2nd Live Love Animals International Conference on Animal Care in KOBE 2012 (ICAC KOBE 2012) was held at the Portopia Hotel in Kobe. In the two years since the 1st ICAC KOBE, December 2009, which was held on the eve of the 15th anniversary of the Great Hanshin-Awaji (Kobe) Earthquake, Japan has become victim to an unprecedented large-scale disaster and a slew of other problems relating to animals. In the wake of Great East Japan Earthquake, which caused such enormous damage that it was referred to as a “national crisis”, numerous issues affecting animals and animal owners were highlighted. In addition, there has been a succession of major “food safety” problems including fatal accidents caused by foot and mouth disease, unsafe consumption of ‘yukhoe’ (raw Korean-style beef dishes), and the transmission of zoonitic diseases between animals and people.

During the course of ICAC KOBE 2012 conference, which was conducted under the subtitle of “Medical Treatment and Health Care” and was focused on themes such as “food safety and security”, “zoonotic diseases”, “the human-animal bond”, “health” and “the experience of the Great East Japan Earthquake”, a range of specialists beginning with veterinarians shared new and current information. The various discussions they held addressed how a number of difficult issues should be handled in future.

 








 

Prior to the keynote speech, which began the first day of the program, a short video was screened in order to remind ourselves of the original intention behind the organizing of this conference. The video, which was first shown at the 2009 conference, depicted the devastating situation after the Great Hanshin Awaji Earthquake and the animal rescue activities carried out in the aftermath. This was followed by a minute of silence and silent prayers for the many lives lost after the 2011 Great East Japan Earthquake.

After that, Yoshihisa Yamane, President of the Japan Veterinary Medical Association, delivered an address in which he talked about the need for a “generosity of heart and shared spirit of mutual welfare” not only as this relates to animals, but also to society at large for the sake of Japan’s continuing recovery.

 

 

When Shigeru Katamine, the President of Nagasaki University, delivered the opening keynote speech entitled “How we can control infectious diseases”, the conference hall was packed to capacity. This indicated the strong level of interest existing in Japan today on the subject of infectious diseases that can pass between people and animals. Professor Katamine’s talk was very easy to understand and of great interest even to the non-specialists among the audience. He spoke about how infectious diseases still take many people’s lives and explained that, in order to control such diseases, all relevant parties need to make a concerted effort in order to remove the danger in the future. The speech was superbly composed and served as a highly appropriate opening for this international conference. It allowed people from a wide variety of fields and with different standpoints to recognize this problem as relevant in a clear and straightforward manner.

 



 

From the afternoon, workshops were conducted simultaneously at three separate venues in the ‘Waraku’, ‘Ikuta’ and ‘Kitano’ meeting rooms, respectively. Workshops held in the Kitano Room, were held with simultaneous interpretation so that the participants could listen to the guest overseas speaker’s presentation in real time. Although the participants were divided among three different meeting rooms, each one attracted a large audience of participants. Moreover, despite the fact that each workshop consisted of a long 3-hour session of presentations, many participants commented that they wished they could have heard all the workshops.

 














 

In Workshop II, held in Kitano, Dr. Rebecca Johnson of the University of Missouri lectured about the epoch-making interaction between people and animals that is taking place at Tiger Place, an innovative residential institution with a name that is virtually unknown in Japan.

 






 

From the early evening of the first day, a reception attended by advisors, lecturers, general participants and staff was held at the Portopia Hotel. This event provided a precious opportunity for people to put simple questions to experts with whom they would not normally be able to meet, while at the same time everyone could enjoy the cuisine of the Portopia Hotel, which is renowned for its excellence. Moreover, each of the lecturers displayed tremendous interest in the research that specialists in other fields were conducting, making this an occasion that provided fertile ground for the building of new friendships.

 







 

Kobe Shimbun, the city’s main local newspaper, introduced and covered the conference on its first day, which helped to ensure that the second day was also well attended by members of the public. In particular, the issue of the animals and owners affected by the Great East Japan Earthquake gathered particular attention from many people as a serious and ongoing problem. As such, the NHK Kobe Broadcast Station sent over a team to report on the conference. The problems following last year’s earthquake were similar to those experienced in Kobe 17 years ago in 1995 and, since that time, the city has continued to raise such issues as the need allow animal-accompanied evacuation to temporary housing, etc. In addition, in Kobe we have been attempting to dispatch information on these issues and seeking more widespread coverage by the mass media to make more people familiar with these issues.

There is a widespread impression that conferences of this kind are boring because the technical discussions tend to go on for a long time. However this conference was an extremely meaningful occasion to many, so much so that the participants were generally oblivious to the passing of time. The event served as a forum for giving people a better grasp of what ordinary citizens and various specialists are doing for animals in this country.

Thanks to the specialists in each field who participated as speakers and who also organized their respective workshops, selecting their themes and presenting so many wonderful topics, the full enthusiasm and sincere collaboration of the participants as they worked together was very obvious. Also, representatives of the companies supporting the workshops told us that this had been a fantastic conference and that it is needed as a forum for people to connect with each other and where specialists and general participants can share a common awareness.

 



























 

At the closing ceremony held at the end of Day Two of the conference, in response to a call by advisor Takashi Uemura it was unanimously decided to hold the 3rd Live Love Animals International Conference on Animal Care in another two years under the abbreviated name, “ICAC KOBE”. This was decided in the interests of attracting more widespread interest for the event. Professor Uemura said that in the future it would become increasingly important to more regularly and consistently release the information and knowhow being accumulated through this conference by making good use of people and their connections. We believe this two-day conference was the occasion on which the participants realized the significance and responsibility of doing this.

 



 

In hosting this conference we received an immense amount of encouragement and cooperation from many people. On behalf of the organizers, I would like to take this opportunity to express our cordial thanks to everybody involved.
